The original problem is that the spigot leaked incessantly when the handle was turned off. I took it apart, replaced spigot (for another problem) and removed what I thought was an old rubber washer. So I took it all to OSH and they didn't have any of the parts but I found a washer that almost fit. I put it all back together and no leaks. But the handle started to go further and further past off before it was off so I thought the washer was failing. So today I went to the plumbing specialty store. They said I needed packing and sold me a kit with that and the other piece that screws to the stem and has the hot and cold. So I couldn't get the packing in deep enough to screw the threads of the other piece back on. So I cut it in half and stuck it in there and put it back together. NOW it leaks out of the handle. AFTER having the right pieces. What to do now?
 
The packing is designed to be used as sold, so it compresses tightly and stops any potential leaks. By cutting it in half, you have removed the compression, and it now leaks. Instead of rebuilding an old spigot, why not replace it? Please take a picture so we can help you better.
