How does a sinking high rise manage mains connections?

I'm just guessing but seismic plates are common in high rise buildings in California, and many are set on rollers. It would seem that all utilities are set up with flexible connections to provide "give" when the seismic plates are used.
 
The part is called a flex tend. We use them on occasion. It let's tge pipes move and shift without breaking although 16 inches is quite a bit. I'm thinking they have done some repairs
 
No that is not code and i have never heard of that. use gravel instead of sand and u will be just ok
