Hi

Might be an obvious question but when I turn my main water supply off (clockwise turn) I hear the sound of pressure and I see the water meter spinning slowly (when it wasn't moving before). Why does this occur? Toilets stop replenishing water so it seems as though the water is shut down.
 
Post a video, this does not make sense.

Describe it better, is the shutoff right next to the meter?
 
At the meter or are you turning the valve where it enters your property? Do you have pictures of this?
 
Do you have a buried stop/drain valve with the weep hole, which has been installed backwards?

When you say pressure, I assume you mean you hear flow.
Then you see the meter start to move. For how long does it show flow?

1. Yes it's the shut off right under the meter.
2. I left it shut off for about 5 to 10 minutes but it does not stop showing flow.
3. All water stops to house except to laundry faucet, which seems unaffected and is located in basement next to meter.

I'm assuming the flow you witnessed at the laundry faucet was very low and lacking pressure.
If that's the case, it sounds like a partial closure of the shut off valve and that the flowing pressure is restricted to the lowest fixture in the house.
 
Diehard seems to have it diagnosed.

Your blurry video was pretty worthless.

Looks like the shutoff valve is failing, it does not close completely, which is very common.

Meanwhile, your explanation of the whole issue needs to be done again.
