It is a break off screw to make it tamper proof. The bronze thing that your hose is on is called a vacuum breaker. They are code.

Thank you...maybe you can help me out with something else. I am trying to connect a electric timer and then have a soaker hose connected to the timer however the electric timer has a piece of mesh and the outside faucet has something in the middle of it so it is hitting the mesh of the timer and not allowing me to tighten it. Hopefully that makes sense? Not sure what to do. What is inside of the faucet? It's not like that on the other faucet in front of my house even though they are the same.
 
I am not sure where you are talking about it hitting. I am not familiar with the timers.
 
I would remove that stupid thing I had 1 on each of my outdoor faucets and removed them both. Both of them acted as auto-drains to empty out the faucet for freeze protection but when you turned off the faucet you got sprayed all over with water.

They spray out water to release the pressure. Their purpose is not freeze protection but to prevent possibly contaminated water from backing up into your house water supply. As SHEPLMBR said, they are required by code in many places.
