How to remove this from hose bib

How do I remove the below from my hose bib? Every time I turn off the water it sprays water all over me. I see no use for it at all as I properly winterize and drain my faucets from inside. I see no obvious method of removing it when I turn it it seems to just spin.

once that set screw is set and broke off.
it's all over ,
they need to make those with tamper proof set screws
so they can be removed with out destroying it
I think they do that on purpose -- they don't want you to remove it. Ever.
 
I wonder if I could just dremel a slot in the broken off set screw and unscrew it. Wouldn't hurt to try I guess!
 
Got it out took like 1 minute. Brass is very soft. Did what Frodo said cut the sides and peeled it back. I actually had 2 one on each of my hose bibs. 2nd one took less time. So much nicer not to get sprayed!

On another note I counted no less than 8 hose nozzles. They are all broken and all suck. What nozzle will last more than 1-2 seasons? I don't care what the price is I have already spent $200 on these I just want a quality one!
