changing that diaphragm may fix the issuethat cap may be were the rubber diaphragm is I have change other flush valve brands and the diaphragm was a(fluidmaster #242 disc) I cant tell if that cap raises or lowers the water level you would think there would be arrows to increase or decrease the water level
