Plumber put hole in clay pipe

I got a clog in my main sewer line a couple weeks ago and my landlord sent out a plubmer to clean the clog, it lasted a few days then closed right back up. I went out side and found a hole in the yard where the plumber had dug. I found a black rubber sleeve in the dug out hole and a hole in the clay pipe. I called my landlord and told him about it but he said the plumber put the hole there cause he couldn't find the clean out on the house. My question is would a plumber put a hole in the pipe to clean the system, and if they would then would they also just lay the pipe sleeve on top of the pipe and cover it with dirt?
 
Sounds like he gave the landlord options and landlord chose the cheapest repair.

I realize it may be just the wording but I'd like to make sure I have the correct picture here.
Was there a rubber sleeve INSTALLED on the pipe sealing the hole? Or was it actually just laying on top of the pipe? It sounds like you saw the hole in the pipe. Who was suppose to close the hole? Was the plumbing coming back???
 
I have found covering holes in sewers
license plates
plywood
5 gallon bucket lid
plastic bag
nothing
bricks
anything that was laying around the yard at the time the hole was punched

home owner...home much
plumber couple hundred
home owner, i do not have a couple hundred
can you do it without adding a CO?
plumber --yes
home owner. then do it
Plumber...you will need to cover it with something
home owner. i will find something
 
I have seen galvanized vent pipe used to cover the hole pretty often. Usually 4 or 5 inch single wall vent pipe wrapped around pipe and covered with dirt.
