What type of water meter shut off valves are these?

Meter.jpg House Valve.jpg Street side.jpg How can I tell if these water mater valves are gate valves or the other kind with the washer and seat?
Also do gate valve go bad or do they just need to be repacked?

if you can just get rid of that valve and install a new ball valve

I'm looking into that right now, but on a tight budget. Any idea how much it should cost to replace both 3/4" with ball valves in central NJ?
If the price is high, I may have to rebuild them myself.

you could take the stem out there will be a brass screw and flat rubber washer sometimes the screw head just disinagrates when you try to loosen it what I have done is remove the rubber washer with a razor/utility knife when you expose the screw grab it with vise grip needle nose pliers it should come out you will need a washer/bib screw kit.....if the screw is in good shape it should back out...if the packing is leaking you can also get that a plumbing supply house.....to have someone relce both valves maybe couple hundred???? they may use whats call pro press....which is more expensive but much faster....hope this helps

to change those valves the water would need to be shut off at the street or were ever your curb box is.....in Massachusetts....they are located in the street and require a special wrench that only your local water supplier has
 
I wouldn't worry about failure but the Sharkbite and compression valves need to be installed on clean new copper pipe. Your pipe will not be smooth if you remove the current gate valves. Note: gate valve leaks not serviceable. Replace with sweat ball valves. Not possible to give installation estimate over the internet. Get quotes from real plumbers in your area.
