My home has the basement drain plugged can anyone tell me why?

I purchased a 100 year old home in illinois and the basement drain is plugged up with cement. Does anyone know why someone would do that? Is it expensive to unplug it? I'm worried about what would happen if there was flood or water breakage and their is nowhere for the water to go. What advice do you have guys?
 
the trap most likely kept drying out and stinking due to no maintaince

so they plugged it.

if it is the low point of the house it needs a drain,

fix it
