Water pressure regulator

Hello all,

Can someone tell me what the contraption is on this water pipe as soon as it comes in the house, before the main water shut off valve? Is it a really really old pressure regulator?? I know the pictures suck, but it's the best I could do. After we had a bad thunderstorm, my water pressure all of a sudden dropped significantly. I called the water company and they said they didnt have any problem on their side and that I needed to check and see if I have a pressure regulator. They said it's probably to blame.

Since this thing is installed on the pipe as soon as it comes through the wall to my basement, I dont think there's enough room for me to cut it off and replace it :( (assuming it really is a pressure regulator).

I see a tab on the side.
Does this tab have a hole in it?
Is there another 2nd similar tab below it? also with a hole in it.
Looks like a square head on the top.
I think that is your curb stop valve,
Take a wire brush and clean it up.
if the 2 tabs are lined up then that valve is closed.
Tabs with holes are for locking the valve closed
clean off the square head. Is there a line across to corners of the square.
If so, the open position would be in line with the pipe

Thanks. I'll try to clean it up with a wire brush in the next couple days. Why would a curb stop valve be in the house though? I thought those were on the street near the meter?
