There is even a bell valve installed, with everything new, I am at a loss as to why this leak is filling up a 5 gallon bucket in less than 6 hours? Any help is appreciated. 40 gallon Natural gas tank at 38,000 BTU'S.

A leak where? Please post a picture.
PRV ?? Maybe you mean the T&P relief valve.
You need to check the water pressure.
PRV is a pressure reducing valve usually located on the main water service.
