Yes you can. But when you add water, it will bog down and start kicking in and out of start. You need 230 volts to make it work. Some of those thru bolt motors are 115/230, but according to your sticker, that motor is 230 volt only. If you can get the 230 volts to the motor then hooking one leg to common and one to low or high will get the result your looking for.
 
thats what i was afraid of,,,already have 120 over there..

sil has a coy pond, wants a bigger pump. to aerate shoot water in the air.

this will do what she wants, if she comes off that pocket book, for some wire

You wouldn't have to change wire, just change it from a hot and a neutral in the panel to a 230 volt breaker. Hopefully your 115 volt wire has a ground.
