Tankless water heater temperature?

Is 140 degree water required for residential tank-less water heaters (Navien model)? I'm thinking since we are not storing water then we don't need more than 120 degrees, thoughts? With 140 degrees we will need to provide a mixing valve and I don't really understand why we need the tank-less to produce 140 degree water for a short distance and then mix right to 120 degrees.

Many Navien, like the one I installed at my old house, had a recirc pump built into it, allowing for a slightly lower water temperature.
 
Typically, tankless water heaters are set from the factory at 115F. Tank type water heaters are set at 120F per state code.
