Washer Leaks Through Mystery Open Pipe During Discharge

Hi all,

I was hoping this forum could help me ID the purpose of the open pipe in the first picture and diagnose why soapy water is leaking from it each time the washer discharges water — a goodly amount too.

It leaks right out of this open pipe. I'd love to discover/rule out any easy DIY fixes before calling a plumber. Money is super tight right now. Home is 1964, we are third owner.

Who did the recent work at the utility sink? It appears to me that the sink is now connected at the clean out rather that the intended sewer line. If you cap off the upper hole, does the water discharge ok?
 
it looks like the utility sink sits where the washer use to be. the top line would have been the drain line and lower which is now the drain line was the cleanout
