Default Help with Harcraft tub valve

I have a Harcraft tub faucet with separate hot/cold water handles. The escutcheon type flange won't go on - it gets stuck after a few turns. Tried cleaning the threads but no go. I tried the one that screws on the opposite handle valve, but it won't screw on and gets stuck at same point. Any suggestions other than removing tile and replacing the valve itself? I will try to attach a picture.

If none of the escutcheons screws on that stem, replace the stem don't replace the valve.
