Toilet continues to fill after flushing

First, I'm a plumbing novice. I noticed the toilet bowls in my home continue to fill with water after flushing and they only stop filling when the tank is full. Is this normal behavior? I ask because shortly after flushing, the bowl is full and the continued filling of the bowl is a waste of water since its just emptying out as it fills.
 
Thats normal... it will stop filling when the tanks waterline is achieved. You could adjust the waterline.. but to me the water savings is minuscule.

Toss that old thing out and replace with a Fluidmaster 400, for about $9.

The water level was almost to the top of the overflow so I adjusted it to about an inch below the overflow. It still flushes fine and I'm happy with the adjustment. Thank you for all the information. Learned a few things.
 
If you feel the flush is inadequate, you can raise the level another 1/2 inch, which will give you a bit more water to aid with flushing.
