Toilet Flushes Slowly and then gurgles and fills up slowly

OK so my issue is I live in an apartment complex and we had the emergency maintenance guy come out and look at our toilet because at first the tank just had no water in it and before that is wasn't flushing at all. Well he fixed that issue now the toilet flushes but the water comes up then slowly goes down, gurgles and then slowly comes back up to either the original water level or lower.

please help asap!!!!!

Seems you have a clog in your drains.

Theres a clog in the drain, tell you emergency maintenance guy to run a fish, if that doesnt work he will need to run a camera to find the clog,
