Essentially like for like but 40 gallon new vs 30 old. New ball valve, water connections and temp/pressure valve rigged up to go outside. Anyone see any problems? I'm in AZ.

I checked and there is one back a bit, behind the shutoff valve

T&P relief drain can not go up hill.
You can not use soft/annealed copper or any type of flexible tube.
It has to drain downward. It can never ever be obstructed.
The end should terminate outside or to an approved receptacle. Where does the t&p terminate?

you need a pan and drain under the heater
your relief valve is piped incorrectly
