Stubbed toilet pipe in basement sprayed when cut open

We are working on adding a bathroom to our basement. When we cut into the stub for the toilet, it began to spray foul smelling water, as if it was under pressure. It didn't last terribly long, but I was surprised since my neighbor did the same thing a month or so ago and had no problems. Any ideas? Is that sewage pipe backed up or something?
 
Could be a stoppage. is it holding water and does the water level rise when you use water anywhere in the rest of the system. try running water in all the fixture you have. One fixture at a time. You don't want to let it get away from you.
 
I will call a plumber and have them take a look! I really appreciate it!
