Default Insulating supply lines?

We are building a new home in Texas. Does the plumbing building code require the water lines, that are less than 24" from the outside wall to be insulated?

honestly i would insulate the pipes by code theres no code to do so. i would recommend that u dont put ur plumbing on a outer wall.
