Cleanout locations commercial bathrooms

Not sure if I should use the water closets and lav p-traps as my cleanout or put some in? Could use a little insight! Thanks.

Fixtures are not considered clean outs as the term applies to plumbing. The drains may be accessible through a fixture, but your local codes may have requirements relating to the plumbing layout. Do your blue prints have clean outs specified for end of run water closet C.O. or stacks, or crosses for lavs or after any backwater valves?

(There's a reason for the Q&A folks. More information is needed to answer the question so please bear with me).
