Help Support Plumbing Forums:
I am not at all sure, but that looks almost like a rotary jetter head. I also think that there are roots in that pipe? And what is with the bluish color of the pipe? And where is the bright light coming from?
Looks like wheel lug lock to me. Maybe alittle more information and a better picture would help
Is that a city lock on a meter??
