Long story short: Inconsistent/no water pressure for months. Plumber came out and cut the water line a few inches past the county water meter (on my side) to install a gauge. When he did, this white plastic part fell out. I believe that it is a piece of the county's water meter that broke off and got stuck in my pipes. Can anyone identify?

If the meter is still reading it probably has all it's parts, they are pretty simple devices. Unless you found the little pinwheel as well that spins as water flows.
 
I agree with John. Looks like part of the backflow. Would like ta see a picture of the meter spread, too.
