How to replace washers on shut off valve

How do I replace the washers in this shutoff valve? This is under my kitchen sink and shuts off the water to my outside hose (walk out basement).

I can remove (loosen all the way) the nut under the blue handle, but I cannot get the rest of the assembly off.

I tried turning, what appears to be a nut, on top of the pipe, but it would not budge, and I didn't want to break the pipe.

Any help is appreciated.

Squirt some PBlaster on it, and let it sit overnight. Then wrench it off, but use a supporting wrench to keep the pipe stable so you don't rip out the plumbing.
