Water coming through hole underneath cement!!!

Okay, so I have had water seeping into my carpet, it is coming from underneath a hole in the cement where some type of drain pipe is I assume. The space in the soil goes back quite a ways. It soaks into the carpet faster when it rains. Now, I thought maybe I should fill the hole with soil and fill in the concrete hole with cement. Though I am not a plumber, so I would please like some help from experts.
The pictures are what it looks like when we used a shop vac to remove the water, which continually slowly fills seemingly through the soil.I also noticed, when I run the bathroom sink water, it flows down to whereever underneath through the pipe. Shortly later I see small bubbles coming out of the soil. The lndlord never noticed it before. But our first day we felt wet carpet about 2 feet away into the hall. The rainy season has started and we started using the water here. It has rained 3 or 4 times since we have been here. Well, any advice would be appreciated. Thanks!!

If you are renting (you mentioned landlord), you have the right to demand this gets fixed immediately. If you have purchased this home, I'd recommend you get a specialist out there immediately to determine the best way to eliminate this potential hazard.

Ok thanks. My wife and think they jipped us. They covered the problem up until we moved in and we paid our pet fees and allowed us to move in splitting the deposit. We still paid $800 and rent is $500. Normal for a decent place in Idaho. Were going to try to just move out asap but we don't have much income to work with and I can't pay to fix this. Transitioning back to the civilian world, you realize why you left it..... Thanks for the reply.

Where in Idaho? One of our members lives in that state. I hear there are now six people living in Idaho, so maybe you know him? ;)
 
Although I have been to that region a few times, I spent alot of time in Rexburg, visiting my family. We do have a member who lives in Sweet, but that is way too far to be able to help you. My advice is for you to contact your local city hall, and make them force your landlord to correct this problem or get you all the money back. This stuff can get you sick, so do not unpack your bags!
 
I'm in idaho as well. It looks like you have the typical Jerry rigged something or other drain.

What does the landlord say when you tell him about the problem?
