Cannot isolate leak location.

Hello, at our new house we have an apparent leak.
Because we are still moving into it, we do not stay there, so no water should be used. However, we got a notice from the water company that our meter has been moving.
After this, we looked at our meter to find the triangle slowly moving clockwise and then stopping occasionally to turn the opposite direction for a short while, and then turning clockwise again. The meter has been moving at a rate of 1 cubic foot every 3 hours.
We have had a plumber come in and he inspected around a bit and isolated the leak to be within the house, eliminating the possibility of the leak being from the water meter to the house's main water valve, but could not isolate it further than that.
My family and I tested the toilets by putting food coloring into the toilet's reservoir and waited a day to see if the coloring would leak into the bowl. None of the toilets had any leaks.

We've tried turning off every valve to the sinks and toilets to stop any obvious leaks, but the water meter continued to move.

Also, there are no apparent water damages anywhere that we could see.

We had a second plumber come in to look at the meter and the house. At that time, the meter had been wobbling back and forth. The plumber said that it was normal for the meter to move like that and told us to not worry about a leak, especially considering there were no visible water damages within the house.


While both plumbers says there are no leaks, we are still losing ~7.5 gallons of water every 3 hours.
For now, we've turned off the main water valve to the house to stop the meter from moving.
Are there any ways we can isolate this leak further?

I had a similar problem and it was a bugger to isolate. After it was determined to be a PVC tee under a concrete slab, it was showing signs but I didn't listen good enough. You can see where the leak was wetting my retaining wall for a few years. Look for subtle signs, or hire a leak detecting specialist.
