Water in top too hot

What would you do if you had a 1000 gallon water heater that the water is getting too hot in the top of the heater, and tripping the T&P relief valve?
 
I would wonder why this suddenly started to happened and maybe check for a circulating pump that is non-op or a thermostat issue.
 
And a properly sized thermal expansion tank, at that. A 1000 gallon heater is not something that can be served by a standard expansion tank. Or, if the expansion tank is of the proper size, has the bladder failed?
 
Good call, guys. I assumed that a 1,000 gallon tank in a commercial setting would have temp and pressure gauges in the proper locations to make thermal expansion and easy issue to rule out of the equation.
