I have a pipe in my basement that I'm not sure what it's purpose is and it sticks about 6" up and is around 6" in diameter.

I'm not sure how to get the little disc cover off. The pipe is quite thin unless the who thing is a cover as I can push the sides in with my fingers by pressing hard. Any thoughts would be helpful as I'd like to cut it down flush with the floor.
