The balancing spool needs to be cleaned or replaced. Turn the water off then remove the large screw next to the cold water stop. There is a balancing spool behind it. Try cleaning it. There is a small cylinder inside the large one that should move freely. If you can't free it up call Delta they will send you a replacement spool free of charge.
 
Thanks for the advice John. I'm using about a half inch wide screw driver and it seems to be on there pretty good. Is there a trick to getting that big screw loose, or does it turn the opposite way? Or do I just need to get a bigger screwdriver for better leverage? Thanks for your help in advance.
 
Use a pair of pliers or ViseGrips to grab the shaft of the screwdriver to give you some more leverage. Make sure you are pushing inward on the screwdriver really hard, or it will slip out of the screwdriver slot, and possibly strip it out.
 
yeah most likely the spool

BUT if that doesn't work, turn off the water and remove the hot stop valve.
I just repaired one the other day. It was not a moentrol with the spool but same core. His water heater dip tube was disintegrating and the stop valve was choked up with pieces of plastic.

So after an hour or so of the PB Blaster on there and some elbow grease I was able to get the screw loose. Here is an update....

So as John recommended (thank you John) I clean the spool and lubed it up with coconut oil (Didn't have anything else on hand) and reinstalled it. Now it's working great!!! Thanks for your help everyone. This was my first post and it helped A LOT! Will be back for sure. Thanks again everyone.
 
You should replace the spool. There is a smaller cylinder inside the spool you tool out. That slides back and forth when ever there is a pressure difference between the hot and cold. like if someone flushes the toilet, the cold pressure drops and you're in the shower and the water gets hotter. the slider prevents that by moving equaling the pressure and keeping the temperature stable.
The barrel got stuck, thus reducing the hot flow. put alittle stem lube on the threads before you screw it back in.
