Well pressure not changing, thus ,switch not kicking on

Been in this house 2 years. Well is used only for outside spigots, top off pool, and irrigation. Galvanized tank was waterlogged once and I fixed that. pressure switch about 18 months old. turned on irrigation for the first time in months and I have pressure, it is working, but when I went to the tank the guage is staying at 35psi or so and not causing pump to kick on. I opened the tank drain valve so it dropped below 30psi but still no kick on.
Is my pressure switch bad again? is it bad to run it in this condition? Or is this not a problem.
 
If you have pressure, then the pump must be running. The gauge can be stuck on 35. That's a normal occurrence for cheap gauges.

If you run out of pressure, then it's like John says, plugged line.
