flushing a noritz tankless water heater

How strong of a pump do I need?

I'm trying to do the yearly vinegar flush on my noritz tankless water heater. I'm supposed to leave the power on and turn the gas off, the heater should cycle through trying to light 3 times then show error code 11, then the solenoid is supposed to open and let the vinegar run through. The problem seems to be that pump doesn't appear to be strong enough to make the heater cycle through, and open the solenoid. The flow starts strong and quickly slows to a trickle. I am using a 1/3 hp submersible pump. Does anyone know how strong a pump I need to buy to make this work?
 
John, I'm a little shocked. You don't seem like a "Harbor Freight" type of guy!? ;)
 
thanks, I'll try that pump. I'm definitely a harbor freight kind of guy.
