Replace tile flooring in an upstairs bathroom. The toilet flange is sitting approximately 1" above the new tile. Is that acceptable or should it be flush with the tile? The piping is accessable from below at the present time. The piping is older metal pipe and does not move very freely.
 
you should replace or relocate the flange. the flange should be lagged to the floor to prevent the toilet from rocking the pipe.
 
The flange should be sitting on top of or level with the flooring. It should also be connected to the floor using the holes in the flange for the screws.
