My sink head is very difficult to turn left or right. It goes, but takes force. Is there a gasket or something to help it swivel?

WD40 didnt help.... I know that probably got a chucke out of you plumbers. but heck had to try
 
I know many faucets swivel at the base with the aid of a nylon washer. It is possible that the wear and tear has worn out the washer, and it may be necessary to pull your faucet apart and rebuild it. Without pictures, this is about the best advise I can provide.
 
Havasu is correct, a strip down and rebuild is the best bet here. It is most likely that things are simply caked up with calcium or lime scales.

WD40 is actually pretty good at clearing scaling but it isn't very good for the rubber washers and o-rings. You will want to strip down the faucet in any case to clean that WD off before it softens the seals and creates a bigger issue.
