All pipes broke

My mother in-law had a handy man replace her boiler a couple years ago. Last fall early winter, she had him winterize her whole house. This spring I went there to open the house with this so called handy man and every pipe was busted. Mostly just popped out of their fittings. He was supposed to put anti freeze in all the pipes. He is trying blame it on the cold winter. I think he did a bad job. What should I do? He is trying to charge her a large amount of money for 2 days work and he only fixed the water pipes, Not the heating pipes.
 
I'm guessing he only put anti freeze in the water pipes only. I don't think he ever put it back in the heating system at all. Some of the cast iron parts are popped apart too. I bet the boiler could be bad too.
