Is there a master pressure regulator that can be installed on a building that is designed to work in conjunction with an exiting array of unit PRVs already in place and serving each of the condos individually? Or do I have to disable the individual PRVs in the condos?
 
if you use a prv for the bldg. you will need to install expansion tanks at the water heaters

Yes. A PRV can be placed on the main domestic water to bring the street pressure down if it is too high for the individual condo PRVs to handle. There are several other things to consider when doing this (as mentioned above) so consulting a plumber to see what type of PRV is needed and how it effects the rest of the water distribution system is a must. Commercial installations like this are not really looked at as a DIY thing.
