I agree with hyper48fan. You need an expansion tank. It may or may not resolve the humming noise but until we get the pressure under control and in a normal range, this is hard to diagnose....

Actually, if there is a leak in the shaft of the frost free hose bibb, it would only leak when the faucet is turned on. It is unlikely you would notice this on the water bill.
