Sounds like the main valve isn't holding 100% or the water is siphoning out of the toilet tank. Turn the valve off on the toilet.

Turn the water off under the sink and remove one of the stems. Take it to a plumbing supply or a big box store. You should be able to find an O ring that will fit.

There should be a valve on the gas line. Depending on what your looking to do a better choice could be to turn the gas valve on the front of the heater to pilot.
