Sounds like the pressure reducing vaslve. If the pressure is spiking the reducing valve isn't functioning the way it should.

Yes you can but keep in mind that baseboard has less of an output then your convectors. Do a heat loss on the rooms your planning to do this in. Hot water baseboard has a 560 BTU output per ft.

If the problem is before the septic tank why not just replace the line and be done with it. Most lines to the septic tank in Florida are less then 20'.

It looks like you have a bad thermostat on the heater and the water is overheating and causing steam. It can be dangerous. Have a plumber come out and have it repaired.

After you reset the toilet check very carefully around the back of the toilet where the tank meets the bowl. the leak may be coming from the tank to bowl gasket ot the tank bolts.
