Default shower pressure low

Remodel shower and had plumber come in to put in shower control and lines (copper). After shower remodeled attached shower head and turned on, shower pressure very low. Removed shower head and with straight pipe (no shower head) the water came out in small stream (low pressure). I notice a set screw on on either side of the control valve with a lock nut, are these pressure regulators that are to be adjusted?

Those sound like supply stop valves. Check to make sure that the center screw is backed all the way out on both sides, so as to allow full flow. As long as they aren't partially closed, they should have nothing to do with the pressure.

Thanks you are right about supply stop valves. Still no pressure. there is a red plastic ring with a green tab over the valve stem held on by a copper C ring. I hesitate to remove it because the whole shower control might come apart. is this a normal thing on the shower valve stem?
