Default I want to replace tenants' shower heads with low flows - recommendations?

I would like to begin replacing the showerheads in my ten tenant's apartments with low flows.
I have hesitated to do this because I have been concerned that these low flow heads would not give as satisying a shower as the old one and so the tenant would simply replace it. That's why I would like one with good pressure and which doesn't reduce temperature as it leaves the head. Also how low can I go with the gpm without the tenants reacting?

So I think the issues are good pressure, aerated vs. non-aerated, gpm, and price (of course I want inexpensive).

I myself have yet to find a low flow shower head that conserves water and satisfies the needs for the long hair washing by the women in my house. They do seem to like the hand held sprayers, which allow low flow options, but have the ability to concentrate the flow into their hair to rinse out the shampoo.

Mreh, up here low-flow heads are required because of some silly bylaw. That means that finding a satisfying shower is extremely difficult, and most people end up mucking about with the flow restrictors.

Spending four times longer in the shower because you need to wash your hair doesn't really save any water.

The delta 75152 head is one of the only low flows that I can stand. It runs between at 2.5 to at 1.85 GPM, adjustable, and has a pretty dense spray pattern which makes it feel like it has more pressure than it actually does.
