Default Toilet Flushing Issue

When I flush the toilet, water pours into the bowl like normal, and the small hole inside the toilet jets water out to help the the syphoning, but the water doesn't go down...It fills up until the plug closes inside the top part. Then, the water proceeds to drain until it seems like it's "fighting for air" at the big hole, then it fills up to normal height. I'm guessing it would take 3 or so flushes to get everything down, however, it's obviously an issue. I've tried plunging.

The most likely problem is either the toilet itself or the drain line leading away from it is clogged. A closet auger will likely clear it if the stoppage is in the toilet. If it is downstream a ways, the toilet will have to be removed to clean the drain line.
