Default Vent pipe near street backing up?

Soil pipe/ vent pipe near street is backing up...water and waste spew out of it when appliances or water in the house is used. Is the city line clogged?

It sounds like you are talking about the cleanout riser at the junction of the house sewer and the city sewer. If it truly is at the junction of the two, then yes, the city sewer is backed up.

Thanks for the reply. I'm not sure if it is at the junction, how would I know? It is on the edge of my property 1 foot from the curb/ street.

Depends on how your city deals with this type of problem.
Normaly the property owner is responsible for the line to the connection to the City main, so if your neigbhors are not having a problem it's most likely your problem. Call the the city. They will probably check a manhole upstream.
