Default water pressure painfully slow to build

My landlord decided to fix a tiny drip in my shower he noticed when we walked through originally....he replaced the aerorator...we checked n no more drip...I took shower that evening fine..sinks etc...but next morning went to usesink n nothing...after couple seonds got a small stream n eventually it built up to normal pressure...since then its like that with sink ...n showerfaucet has to run five minutes least before it will get pressure up to take shower...his answer was have me open all faucets including outside spicket n laundry Room at same time said it should clear out air bubbles. Didn't help.....anything ideas? The landlord is former relative n bad health so he can't realtime get a plumber

Are you on a well or do you have city water?
