Default Water Harmonics- Loud Whine

My neighbor's house was built in 1955. Everytime the water is used, there is a loud whinning sound. The water company replaced the water meter( with a wireless reader and 5/8 inch), the pressure regulator was replaced and set to 50 psi and a bladder was installed on the water heater. We are running out of ideas and need your expertise and advice.

If you read some of the other posts about water harmonics, you will discover they can be hard to locate. One poster determined their noises was found in the check valves at the top of the water heater. Others discovered their toilet fill valves needed replacing.

To resolve this annoying problem, you will first need to do some detective work and attempt to follow the sounds and vibrations.
