Default Splitting House into Duplex... Questions

Backgroud Info: I've completely gutted a single family house and turning it into a duplex. One apartment on ground floor & one apartment on 2nd floor. I want to split the water so each apartment has their own water meter. I am using pex throughout the entire house with the viega manabloc system.

Question #1) When i split the water line comming into the house in the basement, should i intall a shut off before each meter?

Question #2) Should I install one (1) pressure regulator and pressure gauge before the meters, or install a pressure regulator and pressure gauge after each meter?

Any help is appreciated.

The water company usually installs the valve before the meter. You should install your valve and PRV after the meter.
