Default Outdoor spigot

The vacuum breaker on my outdoor spigot is spraying water out from under the cap. What would cause this and how to fix?

It is only a few months old.

Pull it off and either replace with a new one or try to clean it - something has gotten in behind the valve and is holding it open.
