Default Masterbath shower will not get hot

I have a bath - shower combo in my master bath with Price Pfister hardware. With the diverter positioned to fill the tub I get hot water but if positioned to run the shower it will get only barely warm. adjusting the diverter so that water flows into the tub as well as the shower will increase the water temp from the shower, however, the water from the shower will not really warm up until I'm at 25%/75% shower/tub, consequently the pressure to the shower is so low it becomes impractical. I have replaced the mixer cartridge in the on/off handle (it's a single round handle opens counter clockwise) and the cartridge in the diverter, so both are brand new but no increase in water temp.

Any suggestions will be appreciated.

It could be possible that the diverter cartridge could be upside down, so cold is on the hot and hot is on the cold. Other than that im not familiar with PF products

you say it is a single control valve with a separate diverter valve.
Is the valve new or was it working properly before?

Is it a pressure balance valve or a thermostatic valve?

Try taking the shower head off and see if the water gets hot with diverter in normal position. I have seen problems with low flow restrictor causing problems with temperatures

Is this a single family home with your own water heater or are you connected to a common system with other units?
