Default Leak garage tap

I have turned off the shut-off valve located under my sink for the outside tap in my garage. At first the shut off valve kept leaking around the packing nut but after I tightened as much as possible it finally stopped. Then I opened the outside faucet a little to drain out any water before weather gets cold. Days later it continues to drip a little, only 1 drop every 2 seconds though. Have gotten a man to try tightening the shut-off valve and it's as tight as it can go. Can I just close this outside faucet without worrying that this tiny bit of water will freeze in the pipes during the winter? It's about a 25 foot pipe running through my garage with an insulating sleeve on the pipe. Seems like very little water but just wondering if anyone has an opinion on whether or not this could cause a problem

No, even with a slow drip the line will eventually fill a freeze. You need to repair or replace the inside valve. Once repaired so it holds water turn the outside faucet on and keep it in that position until the warmer weather returns.
