Can anyone identify this thing?
It's said to be between 2.5' and 3' in diameter. Found in a Lady's back yard.

If the center hole is threaded to accept either a 1/2" or 3/4" pipe thread, they were used as brackets which were screwed to the floor or walls and the pipe was threaded into the center?

Yeah, a floor flange. It does look like one of those. But she said it was almost three feet across. That would be a big floor flange.

I read it wrong. I thought those measurements were in inches! In that case, that is about $20 at a scrap metal yard.

I agree, I think Sue (who sent me the picture originally) may be a victim of mens measurements. You know how us guys lie about such things.
