Stuck and leaking Outdoor faucet

Outside Faucet needs packing replaced but i cannot get the handle off. The nut comes loose and I have pull the screw out but I am not able to get the valve off. Help!!

Spray with PB Blaster...not WD-40....let soak for 15 minutes, repeat. Then try to wiggle it loose then remove. Don't be surprised if the handle breaks, it seems like a simple task, but not always easy. Good luck.
